Residents Urged to Comment on Cathnor Park Area Traffic Proposals


Council plans aim 'to make the neighbourhood a more pleasant place to live'

Shepherd's Bush residents are being urged to respond this month to a consultation being carried out by H&F Council on traffic management around Cathnor Park.

The council says it is proposing to make some changes to the road network in the area in order to reduce through traffic, improve road safety, air quality and to make the neighbourhood a more pleasant place to live.

The consultation says: " We are aware that some residential streets in your area become very congested, mainly caused by traffic travelling through the area. We have carried out traffic surveys which show that there is significant southwest bound movement from Westway to Goldhawk Road travelling through the Wormholt park Area and then to the Cathnor Park Area.

"We have spoken with a number of residents and by listening to their views, we have developed two proposals aimed at reducing the number of vehicles driving through these residential streets."

Proposal 1, as shown above:

  • No Entry at Sawley Road from Bloemfontein Road (except cyclists)
  • No Entry into Percy Road from Batson Street (except cyclists) 
  • Proposed Entry-treatment at Coningham Road junction with Uxbridge Road
  • Road humps in place of the speed cushions in Coningham Road 
  • A refuge island on a raised table with removal of 4 parking bays in Coningham Road 
  • Banned Right turn from Greenside Road into Goldhawk Road 
  • Banned Right turn from Goldhawk Road into Greenside Road

Proposal 2: We would like to introduce: 

  • No Entry at Sawley Road from Bloemfontein (except cyclists)
  • No Entry southbound into Percy Road from its junction with Hadyn Park Road (except cyclists)
  • No Entry into Curwen Road from Hadyn Park Road (except cyclists)
  • No Entry into Starfield Road from Hadyn Park Road (except cyclists)
  • No Entry into Boscombe Road from Goodwin Road (except cyclists)
  • No Entry into Leffern Road from Goodwin Road and Batson Street (except cyclists)
  • Proposed Entry-treatment at Coningham Road junction with Uxbridge Road 
  • Road humps in place of the speed cushions in Coningham Road 
  • A refuge island on a raised table with removal of 4 parking bays in Coningham Road 
The consultation says: " The purpose of this consultation is to determine which proposal we should implement and trial by using an experimental traffic order which would enable us to monitor the effects the changes would have for approximately six months. We would then ask you for your views again, to see if you think the changes have made a difference and if we need to make any changes, before making a final decision whether to make these changes permanent.

" The above proposals are a phased approach to improve your area in a way that enables us to implement small schemes and analyse their impact during the trial period allowing us to progress with further changes and complementary measures.

" The council believe this incremental/phased method is more balanced and financially more sustainable, which allows local residents to have an open dialogue and contribution to the improvement of their area."

The consultation closing date is 20 September, but the Cathnor Park Area Action Group is urging people to respond as soon as possible, saying: "This is your ONLY chance to comment or object prior to changes being made and roads signage and priorities being altered. If you feel strongly or disagree with these options then speak NOW."

The CPAAG add that it consulted early on in the process by the council and gave an opinion after committee discussions in February 2019 and neither of these two Options reflect the discussions of the CPAAG meetings held, although 'no right turn out of Greenside Road onto Goldhawk Road' does appear on Option 1.

The CPAAG says it made the following suggestions for changes to the traffic as follows:

A – GOLDHAWK & GREENSIDE JUNCTION

“No Right Turn” for Southbound traffic from Greenside (see Red) onto Goldhawk.
Westbound traffic on Goldhawk remains able to turn into Greenside (see Yellow).
Road markings to be improved to show “Right Turn Zone” into Greenside from Goldhawk.

B – UXBRIDGE & PERCY JUNCTION
Install “Proposed Temporary Refuge Island” in middle of Uxbridge.
Eastbound traffic on Uxbridge unable to turn right into Percy.
Northbound traffic on Percy unable to turn right onto Uxbridge.
A Committee member stated that the “issue of Percy Rd being a through route is only a problem at a.m. & p.m. rush hours or match days …. but still an issue that is getting worse”.

C – UXBRIDGE & BOSCOMBE JUNCTION
Install “Proposed Temporary Refuge Island” in middle of Uxbridge.
Eastbound traffic on Uxbridge unable to turn right into Boscombe.
Northbound traffic on Boscombe unable to turn right onto Uxbridge.

D – CONNINGHAM
Apart from any additional possibilities of traffic calming it was thought best to leave the road alone.
The issue of southbound traffic on Conningham turning onto Goldhawk was discussed and there was a consensus:
To allow Eastbound traffic on Goldhawk to turn right into Conningham.
To allow Southbound traffic on Conningham to be able to turn right onto Goldhawk.
It was thought that the traffic lights and the pedestrians crossing area by ‘Nisbets’ generate sufficient breaks in the traffic to allow for these manoevres.

E – CATHNOR ROAD
To remain unchanged:.
Eastbound traffic on Goldhawk unable to turn right into Cathnor.
Southbound traffic on Cathnor to be able to turn right onto Goldhawk due to current refuge in the road (part of pedestrian crossing).
